Since your current heli-coil has worn the threads for it in your block you will need to either make a permanent repair to your block or have an automotive machinist determine accurately what oversize threaded insert will solve your worn thread issue in that hole in your block. There are several different fixes for your issue. It will take a qualified machinist to examine your block and choose an appropriate repair.

I suggested you take the engine to an automotive machinist because that instrument is not accurate enough for the job of boring out the old threads to a hole size that is measured to this level of detail 00.0000 so a properly sized solid threaded insert can be used for that repair. You need a qualified machinist to confirm weather an oversize heli-coil or a solid style threaded insert is needed to solve your issue.
