Parking brake tube mechanism

Does the M38 parking brake tube mechanism that is mounted under the dash suppose to have a spring on it?

There is a spring for the ratcheting mechanism, but not for retracting the cable.

The retracting spring is anchored to the body tub and pulls againt the cable at the attchment to the lever on the handbrake drum area.

I do recall a spring down by the brake drum area attached to the tub, and not one at the handle ratchet mechanism. So I did not know or I wasn't sure if there was suppose to be one there. Before I took it all apart for restoring, whenever I engaged the parking brake, and then disengaged it I had to push or force the mechanism back down into the dash with some twisting motion left and right. That is what made me question whether or not it was suppose to have a long spring around the tube to help it return.
