rear bumper

Hi guys,
M38A1 CDN, is the rear bumper symetrical to the frame/body ,which means : is it the same length on both sides from the center ?
The new one I bought for my jeep was about <3" shortern on one side.
If that is the way it is supposed to be I would like th know why ?

Yes,

It is thought to be a hold-over from the CJ3A. The driver side of the rear frame crossmember was a little longer and had two eliptical slots to mount a license plate on the CJ3A.

That is what I understand anyway.
