what is the difference
my question is : is there a difference between fenders of a CJ2A and fenders of a CJ3B ?

The short answer is yes. But I believe the differences are subtle in nature. Ie location of weld nuts and drilling of mount holes for accessories.
They are lsited in the parts manuals this way:
CJ2A Lt 663150 Rt 663151
CJ3A Lt 663150 Rt 670490
CJ3B Lt 681229 Rt 681230
DJ3A Lt 681229 Rt 681230
An interesting note is the 68 Kaiser W1201 Parts list shows the 663151 fender for both the 2A and the 3A.
All four jeeps use the same two braces that bolt to the frame

and the same anti-squeak:
