It screws in and out but doesn't move when you push on it. Took a look in my TM9-8014 manual and didn't find anything on it yet.

Foot starter. Military vehicles didn't have keyed ignitions.

It is the accelerator foot rest.

This photo is from the M38 manual. The starter pedal/button is in a different location and would move if pushed on.
