I checked the valve and the guide specs and they are all four within. I will pursue the fuel pump vacuum rebuild.

Just did a "wiggle" test by hand or measured them properly with a micrometer and a small bore gauge?

I measured them with calipers. They were all less than stem to guide tolerance.

You measure the hole in the guide with caliper?

Yes the hole in the guide and the stem in several places on the valve. I subtracted. I don't remember exactly but could do it again. I think the guide was .370 and the stem was .369. I do not have access to that right now and won't for a couple of days.

Yes, you have measured several places on the valve stem, but only one place, (on the end) of the guide. You should measure the guide in several places inside, but this can not be done with a caliper. You need an inside micrometer or a bore gauge. Another way is to measure the movement of the valve head with stem in guide, but this measurement must be converted to get the stem to guide clearance. Also before measurement the guide should be cleaned with some brushes and strong solvent, so you do not measure baked on accumulated carbon/sludge.
