TM 9-1828a Page 10 also shows them all the same way as the spurs on the arm. your reassembled one has the inner arms(s) upside down.

Also look closely at the parts blowup in the TM. Both diaphragms have the springs on the lower side. This mean the pump arm is loaded in the up direction for both vac and fuel.
