looking at that shot all the hooks are pointed the same way to my eyes.
TM 9-1828a Page 10 also shows them all the same way as the spurs on the arm. your reassembled one has the inner arms(s) upside down.

That's what I thought it was, but does that mean that the fuel diaphragm pumps by pulling towards the center of the pump and the vacuum pumps by pushing outwards?

Try following Bob Westerman's pump overhaul guide:

Also look closely at the parts blowup in the TM. Both diaphragms have the springs on the lower side. This mean the pump arm is loaded in the up direction for both vac and fuel.
