Order of assembly and prep

Removing my shovel head bracket and cleaning up for re installation
after body work.
The outside was layers of Bubba paint, both aerosol and brush,
underneath where it survived was OD and red lead primer.
The back was in better shape with little aftermarket paint,
probably due to restricted access.
Under a little aftermarket paint I found one coat of OD,
beneath which was red lead over bare steel. This included
the flat area which backed up to the lower cowl at the mounting
screws.
My conclusion is this part was primed and painted prior to
installation on the lower cowl.
