double pulley issue

Hey guys,
I bought this pulley an pump earlier this year and finally got to the point where I have put the belts on. Now I see that the double pulley doesn't seem to be even. I have attached a picture to show you what I am talking about. I am assuming this is not how it should be? Basically the belts don't have the same tension when I tighten them up...
