I have no idea what that is. It is an AC fuel gauge but looks
civilian with that gas pump image.

It is NOT an M38/M38a1 original or replacement fuel gauge
per the ORD manuals.

The proper fuel gauges are available New Old Stock or
current replacement from several vendors.

I would not advise attempting to adapt it to your M38, M38A1 or M37. I doubt it is calibrated to mate with your original sender. It was manufactured for use in a General Dynamics model EMU-20/U24/U whatever that may be.
