Steering Box Horn Tube Swaged in?

I am rebuilding my '51 M38 steering box, that was quite mangled inside, and had water and rust. I have all new shaft, sector, bushes, bearings, seals and cups. I have fully disassembled the box, and removed the bottom horn switch.
Lodged in the bottom of the box is the "Tube, oil seal w/horn switch adapter".
I have lightly tapped on the tube from the horn switch side, and it is not coming out. How is it retained in the box - is it swaged in place? I cannot find any guidance in the Power Train and Frame manual... mine might simply be rusted in place??
Before I put more BFH force on the part, is there a recommended way to remove this tube w/o damaging it?
