That's a Navy SeaBee's trailer. The frame tie downs are common to Navy & Marine units. The trailer is in use by Marine Construction Battalion 3, D Company. Safety chains were too often too short for heavier towing vehicles so they were removed, and a longer length of chain was used by looping through the draw bars.
