arctic top ID

trying to figure this thing out. I have searched here and google without finding a match. it is mainly the doors that are throwing me. It appears to have been brown originally. Pictures are on the last page of my album, see signature below.

Looks like a civilian steel hardtop not a military aluminum arctic top.

Definitely steel and civilian. I was hoping someone might know who made it. Did the civy tops need the replacement windshield frame?
