Here in Wisconsin you can apply for a registration only for a vehicle you have no proof of ownership for but you must first post a bond!

"complete bill of sale"?
One that includes as a minimum:
Buyer's name and address
Seller's name and address
vehicle Serial or VIN # and description
Certified by a notary Public helps.

That's what's odd about not being able to provide one.
The serial plate is still on the firewall.

Is it an M38A1C, or only that windshield on a regular M38A1? The data plate says M38A1.

It's an M38A1 with an A1C windshield.
I checked with the seller and that was a typo on his narrative about the bill of sale. He typed can't when he meant to type can.
