Leaf Spring Bolt Question

This may be painfully obvious........but I'm at a loss. Why does the bolt that runs thru the center of the leaf spring pack not have a head on it that can be held by a tool (like a socket, wrench or screwdriver)? It's just a solid cylinder. I see many leaf spring bolts have this weird head. How do you tighten the nut on the bottom if you can't grip the bolt head?

carriage bolt probably. Haven't actually looked though.

They are not carriage bolts. They rely on the friction of the leaves to prevent them from turning when leaves are assembled/stacked. If the bolts are old or the holes in the leaves are worn they loose that required friction. The heads are round but much narrower then a carriage bolt and there is no square lucking lug in their tops. This bolt is commonly called a shoulder bolt.
