Heat control valve help

Im tearing down the manifolds and the heat control valve shaft is froze, counter weight spins and the actual valve is flapping in the breeze. TM 9-1804A seems to cover only the removal of the external parts like counter weight and spring. Sect XIV. Am I in the wrong TM?
Any suggestions at to how to free the shaft? does it press out or is this better suited for cleaning, oil, and patients? Does it drive or press out? Im not too keen on the idea of cast and a press or hammer.

It should of course move freely, I would suggest that you use a drill and start small and slowly work upwards in size to get it out... I know there is a replacement kit out there just not sure where... I had to do mine long ago and that is how I did it...

Thank you for the suggestion and direction. I might give it a bit more time before cutting and drilling but I feel thats where Im going to end up. I have seen the replacement kits on Midwest.

Best option; cut the flapper out with a Dremel cut off wheel and punch the ends out with a hammer and punch, after using lots of PB blaster on it. I never try to fix them; replacing them is easier. You of course have to weld the new flapper on.
