M38 Axe Handle Bracket

I've been re-drilling holes in my tub that were welded up over the years. Many of the locations are very easy to spot based on the weld locations. I'm working on the axe handle location. Based on Wes's picture below, I have a general idea on how to install the bracket. As far as the top hole, does that match up with the hole on the inside support pillar?

Yes Sir.

Slip your axe handle bracket in the bottom hole and rotate it.
You’ll find the top will drop right into that spot.
