Steering: bellcrank problem

I want do rebuild my bellcrank assembly but there is a problem: When everything is mounted and tightened, there is a space between the bellcrank and the bracket on the frame.Is that normal?

Starting at the bottom of the vertical pin there should be a washer, a seal a bearing, a spacer, a bearing, a seal and then the pinch clamp The two bearings and the spacer will be hidden in the bellcrank.
