new to site. My work in progress 53 m38a1 has 1 large hole (1" 1/4) and 3 small bolt holes behind the blackout light left fender. Should I weld these holes shut? nothing there when I bought the jeep years ago. thank you.

It's up yo you. Willys didn't put them there so if you wish to restore it as from the factory then you'll need to close them up.
