Do you have the spark plugs threaded and tightened correctly?
The right spark plugs?
Are the threads stripped?

Don't force the plugs. If the head has rusty threads then you'll need to get a 18MM spark plug hole thread chaser from the auto-parts store and run it all the way in each of the four holes. Then clean both the head and plug threads. Clean the plug threads on a wire wheel at the bench. Use an air hose and spray nozzle to blow out each cylinder to get rid of debris. Apply a very light layer of anti-seize to the middle of the plugs threads. Screw plug in and torque to 30 Foot Pounds.
Get a plastic spray bottle and add a little dish soap to it and fill it with water. Start the engine and squirt it around each plug to see if there are any leaks.
If leaks persist then try new gaskets on your plugs. If leaks still persist then suspect abonormal wear of head's threads or cracks in the head at the plug hole.
