brake adjustment eating my lunch

I don't know what I am doing wrong. I can not get the trailer brake mechanism at the drum to work. The lever which is attached to cable at the drum end does not expand the brake shoe when the cable is pulled tight. I thought maybe that I had the lever flipped wrong, so I tried fitting it another way (don't know how I can describe that) but only one way seems to fit correctly, yet it doesn't work right.
I only see one photo in the manual of these parts. Showing the left brake assembly. And that is they way I put it together.
It looks like if fitted as the photo shows, then when the cable is pulled, that would make the lever pull the bar away from the forward shoe instead of pushing on it.
I first adjusted the brake shoe eccentrics and cams before I tried adjusting the brake cable. Just can't get it to work. I haven't given up. Taking a brake for some wisdom from anyone who has been there and done that.
