so I recently disassembled the front axle to shim and inspect the spindle bearing. In so doing, I find this odd plate with a rubber "d"profile mounted on a thin galvanized disc flange that seems to be loaded with loose ball bearings? it rattles when shook. I'm assuming it acts as a bumper to cushion the interior profile of the rim. But why the loose bearings or?

I agree....and I think when it was new it was filled with a heavy oil to prevent the balls from rattling and to dampen the centrifigal action as they were spun out. If the oil has leaked away I doubt the balancer provides much help today.
I can attest their is no indication of fluid residing within the rubber encasement as their is no evidence whatsoever of wet leakage.
there is actually a # 8 screw that penetrates on both units i the same locale. I assume by listening to the unit, the balls or whatever are equivalent to a 20 guage or smaller shot?
