Need help with my gauges....how do i ground the guage case?

I have read the manuals and was walking my way through the help guide here.

The only gauge that works is my speedometer. All the others don't work at all.
So I was using my fuel gauge as a starting point for the test since it was the easiest for me to get to.
It passes all the test up to test E. On test E. under section 5 gauges and wiring it ask for you to put the negative terminal on the gauge's case and you should get a voltage reading. I get nothing. How exactly do you ground the case of the gauge?
