Windshield bumper brackets?

Studying a friends M38A1 for comparison today. 1.His Windshield Bumper Brackets have the recessed slots DOWN to clear the wiper arm. My jeep has the recessed slots UP to assist in feeding the canvas top through the header slot. What is the correct mounting? 2. My wiper motors have two feeds tubes (M38?) and his had one with two and one with only one. Pictures show only one inlet line as best I can tell.

The recessed notches go down.
M38's had a dual tube setup for the windshield wipers with one tube providing suction from the engine compartment via the left side of the cowl and the other tube providing fresh air in from the air cleaner on the right side of the cowl. This was to accomodate the fording of the jeep.
The early A1's up through 53 had the same setup then the Army dropped the fording requirement in late 53 as a cost saving measure resulting in the later units only having the suction tube from the left side of the cowl.
