Late model starter with no contact adjustment

I went to adjust my starter contacts last night and following the direcection I found here. I used a .125 shim to indicate where the gear should stop. When I went to remove the brass plug to get to the adjusting screw the plug wouldn't budge. I removed the contact housing and behold - no adjustment and the plug was welded in with some strong glue.

Anyway, I just used the adjusting screw on the front of the spring and I got the same results. Just wanted to see if you guys have run into this and was I correct in what I did.
