I finally finished rebuilding the proper fuel pump for my M38. But I noticed that to actuate the pump I need to hold the arm in the vise to get enough force to move it. Where my civy pump that I had in it before I could operate by hand. Does anybody know if this is normal?

That is very normal. I had to use a vice and a wrench to make mine move. It works great though.
