shims behind rear brake backing plate?

Are these shims there to provide a preload on the outer axle bearings? If so, how is it determined how many you need or should I just use what was there already?

The shims are there to provide the proper end play for the axle and the procedure is defined very well in the TM9-8015-2 manual....section 183 para d. Correct end play is between .001" and .006" and is measured with a dial indicatorat the outter end of the axle shaft.
