I found a local welder who would weld in my floor repair sections for $85 an hour. Fair price or not. I am checking every option before buying a welder that I will only use for the 38.

check your local Craigslist and post a wanted Services Ad, Try to get much of the prep work done on the body and panel i.e; sanding, de-rust, paint removal, etc before your payed pro (or?) touches it while on the clock.$$$
personally I'd buy a good wire fed mig, otherwise, rent a unit, and have fun!!!

I just bought a nice 120v 135A mig set up from Eastwood.com for $300. I managed to get mine just before Xmas... welder, auto darkening helmet and stand for $399 plus free shipping...
Eastwood is a supplier of auto repair / restoration supplies and tools...
They have some neat tools I wish I had when I was doing my jeep... now buying from them as I do the Wagon...

Labor rates vary around the country, just like real estate prices. The two coasts are usually higher than the midwest and the south.
Can he show you some similar jobs already done to see the quality of his work? I don't have pains paying the prevailing rates as long as the quality is good and the project is worth it. (my 2 cents)
