Was this an early UAV reconnaissance training exercise? It looks like they are using early TV technology.

Yes, UAV's have been around for many years. While I was stationed at Utapao in Thailand on my third tour in 1972/73 we had a couple of C130's that operated (launch and recovered in flight) drones used for surveillance.
