I am putting new gaskets and seals in my M38A1 Transmission/transfer case. The manual calls for 1quart in the transmission and a quart and a half in the transfer case. This doesnt seem to be enough. Is this the correct amount? Or should I fill it up to the check plug on the side of each? thanks

That's the correct amount. Do not check at the plug level until you have it mounted in the jeep setting at it's normal operating angles/position.

Thanks, that just doesnt seem like its enough. I guess if you overfill it it will it will probably leak.

Overfilling causes excessive foaming of the oil, turning friction for the gears and as you suggest leaks.

I filled mine, after it was installed in the frame, to the fill plug levels on level ground. Is this not correct? Mine is still just a driving chassis so it hasn't been ran other than down the street and back.
