I have a 52 M38, stock engine setup and still 24 volt. Jeep starts fine when cold with a little choke. If I shut it down for a bit then try to restart it the starter barely turns and takes a while to get it going. Will be totally fine if engine is cold again. Am I looking at a starter rebuild or am I missing something???

Check timing and not by ear! More the 7 or 8 deg's BTDC and she'll turn hard when hot.
Electrical resistance increases with heat so a weak starter will get even weaker when hot.
If timing is dead on then perhaps a starter bench check is in the cards.
