cant find in manuals, where the the weatherseals bonded too, the lids them self or to the panels? thxs

Can't speak for the under-seat toolbox lid, but my glove box had the remains of the seal attached to the door, not the dash panel. That's for the M38; I guess the M38A1 would be similar (if it works, don't change it ).
There's a photo of the toolbox lid near the bottom of this post (5th from the bottom):

Can't say if that's original, but the remains of the seal look to be bonded to the lid. Hope this helps.......

Both the glove box and the tool box door/lid/cover seals/gaskets go on the flat inner surface of the doors/lids/covers. See illustration below.
