First, I'd check to make sure you have good ground. That is to say, a secure/clean contact from:
-rear gauge retaining bracket to gauge panel contact upon all gauges
-the gauge panel to the dash via "dzus" fasteners.
-the dash panel to the cowl mounting of the tub.

Have you worked through the troubleshooting process described here:
http://willysmjeeps.com/downloads/instruments.pdf ? That info is as good or better than somebody trying to help you over the phone.

It's extremely odd for an answer to your question not to be found by following that test regimen to a "T". Are you sure you followed it completely step by step?

Then there's not much more anyone can add to that complete troubleshooting guide. You have probably not covered every step correctly and the only way to sort that out is to go thru the checklist one item at a time in order with you. This would work best with you and a friend familiar with the systems and the check list being together at your jeep.
Or you could post one step at a time here and explain how you performed that step and what result you attained.
