What will happen if I use the M38 carb without the vaccum connection? At this time the whole M38 equipment is removed. I´m updating him step by step and I guy offered me an original M38 Carter carb. But what do I have to do if I´m not using the vaccum connection...Will the carb work in the right way? Should I close the port an how?

The connector on the top of the carb. isnt a vacucum line, it´s the vent line that goes to the pipe between air cleaner and carburator.
When you close that port and run the engine, it will stop very soon.
When you have the " cross over pipe" connect it with the carb,so the fuel bowl in the carb can breath and do not generate a vacuum.

That is not a vacuum connection. It is the bowl vent and is normally connected by tubing to the cross over tube between the carb and the air cleaner to insure a clean air source free of moisture when fording.
If you do not have the correct induction plumbing (two hoses and the cross over tube) then just install a vent dome like the one on your differential cover in that port of the carb.
