from the ground on the frame to the ground on the engine. The one on there now is frayed. I want to make sure I have the right thing. Is this really supposed to be a braided steel cable?

Yes it is braided. The answer lies on page 188 of TM 9-8014 in figure 91.
The braided steel cable is used between the front engine mounting plate next to the front generator mount bolt and goes to the right engine mount isolator's (the square black rubber) rear mount bolt. You do not run a cable like yours is run.

Here's the braided engine to frame ground cable.

This is where the battery negative cable is suppose to be.

Are there two braided ground cables?I replaced the one from the engine mount to the frame, and checked to make sure everything was reading as a good negative. Is there another one? I don't have a voltage regulator, although I do have a higher output generator. The previous owner speculated that it was probably a radio jeep at one point.

No. Only one.
