Oil Pump timing M38A1

I just installed a 24 volt system into my M38A1 and can't get it to run. All my components are good. The only way I can get it started and it barely runs is turning the distributor all the way clockwise. I am sure my spark plug wires are in the proper position and I have changed them around and couldn't even get the engine to fire. the engine had been rebuilt just before I bought it and a guy told me the oil pump was out of timing. Any help would be appreciated.

Use the procedure in the TM 9-8015-1 for indexing the oil pump and installing the distributor. Also beware of at least one wrong spark plug wire installation photo in TM 9-8014 page 173 fig 79 where # 1 is shown at 7 o'clock and it should be at 5 o'clock. This was corrected by a change to the TM.
The spark plug cable numbers in figure 79, page 173, are changed
as follows: (As changed by C 1, 5 Jun 56)
Change No. 1 to No. 3
Change No. 2 to No. 1
Change No. 3 to No. 4
Change No. 4 to No. 2

Oil pump installation starts on page 115 and offers a perfect view of the top of the pump shaft as viewed thru the open distributor mounting hole when the pump is correctly installed in fig 80 on page 117.
