Seat washers

I came across this and was wondering where these washers live. I thought maybe they go between the body and the ends of rear seat cross pivot bar as it sits in the pockets so the body doesn't get rubbed. But they'd be too small as the the bar is 1" OD. My other thought is its the washer between the upper and lower rear seat frame assembllies where they fold but find it odd they'd list the washers as an individual part but not list the rivots also.
