It was raining pretty hard the other day

and I noticed water was coming in through the windshield wiper frame holes. There is a gap around the turning rod that connects to the wipers. I've never seen a seal for this, and I obviously can't put silicone there, as it would keep the wipers from moving. Any suggestions?

The wiper motor only uses three holes through the windshield frame. The two screw holes and the main shaft hole. All three can be sealed with no adverse effect on the motor or it's operation. The shaft that turns is inside the shaft that passes through the windshield frame.
