Any fibre reinforced rubber material used in agricultural
belting should do the trick.

Old tire sidewall, or they sell generic hangers at the auto parts shop.

Looking at the book "M38 Reference Manual" by Ryan Miller and my '51 M38 I don't see an exhaust bracket with a rubber strap, the mid-rear bracket is solid metal. However, my old CJ2A did have a bracket with a rubber strap. Rubber belting will work to repair your old bracket or you may be able to get an original metal one from one of the parts dealers.

Rubber was added by some thoughtful owner long after Willys built the jeep. Metal only was used originally.

I have correct hangers in stock for the M38 and A1 if anyone needs them.
