Centering the Center Punch for holes

I am fixing to start installing some of the reinforcements on the lower cowl for the rear view mirror, etc. This requires drilling the holes in the lower cowl for the different accessories. But, I have been having a hard time finding the center of the marked hole and putting the punch there to the exact center. Does anyone know of an alignment tool that you can purchase or make to make the center punch mark more accurate.

Any suggestions are appreciated.

Thanks, I knew there had to be something. Needed to go to China Tools and look around, now I have a goal there.
