What was the purpose for the cowl pillar to floor pan 'plug/grommet' part # WO-674268 - G740-7697518?

Can you still find these grommets for sale?

Do a search of the tech board. I recall this being discussed thoroughly this past year. Ryan shows ity in his M38 resto guide book but doesn't describe it. It obviously is nothing more than a rubber plug.
