Jeep Hood Markings

Does anyone have any guesses on the following:

U S Air Force
70-4-700 (the 4 may be a 1)
ATC 700 NAF

Jeep is an M38
Purchased govt surplus from a base in San Antonio (Randolph?).

Any help would be greatly appreciated.

It's a unit inventory number and not a registration number. ATC is Air Training Command. I can't recall the fund that would be inventoried against but that is what NAF is for XXXXX XXXXX Funding.
