M38/CJ different insulators?

Anybody seen such diffferent insulators before?
In this days I´m repairing and updating some spare parts...and now I´m wondering....

The same period CJ's use the same size mount rubber. The only difference is the extra steel plate that accents the hole for the radiator support rod on the military mount rubber. The height difference in your photo means one is from a later or earlier period CJ or Willys truck/wagon.
