All, I've found a US manufacturer who can make replacement 11 and 10 leaf springs for the M38 at a good price. Right now they are quoting $146.02. They can make them with the correct military wrap on the ends, the correct eyes (7/8" ID) and correct clips. They use straight cut steel (sides are flat). I haven't found anyone who can make beveled edge springs.
Also St. Louis Spring can re-temper and re-work existing springs. They indicate for our springs it would be about $100 a spring. They do true re-tempering, not just cold re-arching.
Their contact info is:

From what I've read though, if you are building a jeep to drive regularly, and you are not overly concerned about originality, you may be better off with the KaiserWillys supplied 9 and 8 leaf springs. I think they may give a better ride. But if you want to get as close as possible to the original - it sounds like St. Louis Spring is a good option.
