I know that this linkage is not correct, my question is, is that cap supposed to be welded to the pedal? Does anyone have a pic of the correct linkage?

It certainly looks like it was orginally welded.

That is for the WW2 jeep. For the M38, that short linkage has a ball on each end, and the flat plate you show in your photo (where the rod is bolted through) should have one of these bolted to it for the second "ball" to sit in:
That's on DeBella's site; I'm sure most M38 parts vendors will stock them.
Maybe someone can chip in with a photo of the complete setup on the M38. In the meantime, check out page 65 of the ORD 9.......

Thanks Owen. Does anyone have a picture of the bracket from the driver's perspective as opposed to a profile shot that is in the ORD 9?
This is what mine looks like. I'm wondering is that right to have the flat strap welded to the rod? Reason being, it captures the rod inside the bracket that bolts to the block so it can't be removed . I can't see any other way it could be though but was just curious as it has the cotter pin on the end of the rod that would suggest that it allows for it to be disassembled.

Surprising how hard it is to find a photo from that angle. This tiny effort was all I could find on a google search:
But yes, what you have looks pretty correct to me. It ties in with the picture of page 51 of Ryan's reference guide too.
I guess they assembled the linkage before welding the flat strap in place. If the cotter pin snaps, it's like a bit of an added safety feature.

The same illustration angle is in the TM. The cotter pin also controls left to right drift of the rod keeping the assembly in line with the pedal.

Thanks, this is the info I needed. I'll weld that socket back to the pedal. I should be able to make a rod. Only thing I'll need to buy or come up with is the rubber socket and the boot for the firewall seal.

A while back, I got the rubber socket & boot off a vendor on Flea-bay for the extortionate sum of $1 for the pair. You do still get the odd bargain there, unless some crazy guy decides to start a bidding war.
