At some point my jeep was wrecked or something and the mirror mount smashed in. I am trying to find a patch panel for the area but don't know what to even search for. Anyone have any ideas or a donor tub I can buy a patch off of?

Better look for a donor tub. Otherwise your only choice is a replacement cowl skin.

Can you cut out around just the bad area and patch with
18 gauge?

He could but it would be hard to form the patch with the welded in square nut retainers in the cowl skin for the mirror mount.

He could cut a rectangle and grab all five of those bolt holes
leaving enough up top to retain the lip where the panel meets
cowl. Flip that down onto the new piece and use it for a template
to not only cut, but drill the holes and weld the nuts.

Yep, not real easy but it have seen that type of work here often.

Got to be easier than replacing the whole panel.

Just my two cents.

Not sure how to post pics, but it's a volley ball size dent. If it weren't for the raised mount I would roll the steel and patch. But that would leave my mirror mount flat on the cowl.

Should have also clarified it's an m38a1

That certainly makes a difference. You should go to your profile and enter in your signature block your model jeep. Then it will always show at the bottom of all your posts and we will all be on the same page.

There is no easy way to repair or reproduce this.

As I have already said your best bet is to find a donor tub and cut what you need from it and insert it in your cowl. Grind the welds smooth and press on.
